The Vowel-Following Environment
A 겹받침 is a syllable-final block with two consonant letters. When a directly attached particle or ending begins with a vowel, the first written consonant commonly stays as the coda and the second moves to the next syllable as its onset.

Check whether the next syllable begins with a vowel.
Keep the spelling unchanged while you listen for the new syllable boundary.
The first member stays final and the second surfaces in the next syllable. In 없어요 the carried ㅅ is heard as tense ㅆ: [업써요].
